23%

CQC’s 2024/25 State of Care report shows rising demand, workforce pressure and system strain across adult social care.
The Homecare Association's June 2026 report is blunt too, 83.5% of community social care services have either never been assessed or hold a rating four to ten years old. The number with a current rating has more than halved in the last two years.
Skills for Care’s 2025 workforce report estimated 1.71 million posts in adult social care in England, including 111,000 vacant posts. Directly employed staff turnover was estimated at 23.1%, equivalent to around 335,000 leavers over the year.
When services are busy, evidence can become scattered. Governance still has to stand up.
Governance is harder when evidence is scattered
Most providers are already doing the work.
Audits are being completed, incidents are being reviewed, staff are being supervised, complaints are being handled, records are being checked, actions are being tracked.
The problem is that the evidence often sits in too many places.
When governance is spread across folders, spreadsheets, emails, templates and meeting notes, it becomes harder to prove what is happening across the service.
Elizabeth Care Consulting exists to make that work clearer and easier to evidence.
